evinrude shift control box issue

first of all thank you to all the iboat community for assisting me with my other problems. one last problem or issue though. i have a 1977 70hp evinrude (70773) with a power pilot control box. without the cables attached to the motor i can shift the motor by hand to forward,reverse neutral. but when i attach the cables i can get the motor to shift in forward or reverse but when i try to put it back in neutral it wont go all the way to neutral. I am also doing this without the motor running. does that make a diference? cables out of adjustment? if so detailed info on how to adjust. thank you

First, yes the motor should be running while you are trying to shift it. An alternative is to have somebody twirl the prop (Danger, don't start it and chop their hand off !!!!). But having said that, it should shift to neutral, running or not. Check for slack in the cable. Or I believe there is a part that may be missing from the control box. Not sure on that year without looking it up.
