2000 Johnson 40 hp tilt trouble

I need some help solving what is making our tilt go on by itself. It has turned on while moving and while I am just fishing and the motor is off. It has gone up and it has gone down both ending with the noise made when it runs out of room to move any more.
I have managed to stop it by tapping the motor or pushing buttons, but sometimes this takes several minutes. I upplugged the connection to the switch on the throttle (in the motor case) but that has not stopped the trouble. Lately I found all the trouble has been in going down not up and I can stop it by pushing the down button on the cowling switch one time.
This may just be luck or maybe that switch is bad and needs to be replaced, I do not know. Is there a relay that could be causing this?

could be switch or relay or skinned wire. switch that shorts when damp seems most likely and relay doing same next.
