need idle speed, low speed, intermediate, and high speed jet settings after carb rebuild. how many turns to get things started.

That model has all fixed jets... nothing is adjustable. The jets are to be seated tight. What's the model number of that engine?

Yea, model J140TLCSA is indeed a 1980 140 hp Johnson. There should be nothing to adjust on those carburetors.

A little hesitation when speeding up to about half, then it seems to kick in or go faster.

I strongly believe that you're going to need to rework and install those 140 carburetors.... unless you have intermittent ignition problems. Test the spark (plugs out) to see if the spark will jump a 7/16" gap with a strong solid blue snap.
