1987 Evinrude 60 HP VRO Outboard acceleration issue

After start up and typically on a cool morning (45-50 deg F) my 1987 Evinrude 60 HP VRO Outboard will not accelerate under load. It may take up to five minutes at 3 mph before it will "kick in" and take off. It sometimes does it for a shorter period of time at warmer temps. I don't know if this problem is really temperature related or something else. The VRO pump is only two years old. Could it be the gas filter?
Your help and comments will be greatly appreciated.

try helping out with the primer bulb. If it improves, then its fuel/supply/pressure related.
Also be sure you have good spark when its bogging. Are your plugs fowled?

Helping out with the primer bulb does not help and the plugs are not fowled.
After start up and putting along for a few minutes (sometimes 5 to 10 minutes) the throttle works fine and isn't a problem the rest of the day. It seems like after it is warmed up acceleration is fine.

Could it be bad gas (ethanol)?

I will try to find some ethanol free gas (real gas).

Other suggestions are appreciated.

Does the motor feel warm after running? Thermostat in place?
