Johnson 8hp Timing

How can I check/set the timing without running the engine? I have the flywheel off and want to be sure all is well before reassembly.

The timing is set by the flywheel key on the crankshaft aligning with the flywheel keyway. If the key is not sheared, the engine is in time.
