Throttle linkage on 6 hp johnson will not move plate

The top of my 6r69m got wet and now the throttle linkage won't move throttle below flywheel. I have tried blaster to loosen the plates and I got it moving some but is still to hard to move. I have removed the flywheel and magneto. And worked the throttle back and forth but it is still too hard for linkage to move. I have the service manual but it gives very little information on the throttle. Any suggestions would be greatly appreciated.

Have you lubed /greased it?
If it doesn't work I'm afraid you have to take it apart and see what's make it so hard.

I have greased all parts that I think are part of the throttle.
