1999 70hp Evinrude RECTIFIER REGULATOR testing Not Charging

I have a 1999 Evinrude E70 4 stroke. Model E70PL4EEC I seems to not want to charge the battery. When I go out on the water the volt gauge will read in the norm range 13 to 14 v For about 5 min then it gos down to 12 and drains the battery over time. From reading through other forum post It looks like it is probably the stator or RECTIFIER/REGULATOR can anyone tell me how I can test these components before I start throwing dollars at it? Also I find it strange that it will charge at first then stops is this normal with these components when they fail. Thanks for any help you can provide!

Has your tachometer also been acting up?

No I have never noticed it acting up it works like it is supposed to!
