9.5 Evinrude won't start and possible hole in powerhead

Hey I have a 1971 9.5 Evinrude. It will not start. The motor seems to have good compression, but when I slowly turn the flywheel I can hear a sizzling sound like compressed air is coming out or something. This is what I have done: spark test with an arc of 5/16 nice blue/white, new spark plugs, and rebuilt the carb. I even tried taking the carb off and directly spraying starter fluid into the intake. Now I was doing the motor a look over when I saw this:

There is a hole on some kind of circle on top of the power head. Could this be causing low compression or why my motor will not start? When I try to start my motor nothing comes out of the hole though.... thanks for any help.

The hole is in the welch plug. Not sue if you can get replacement plugs or not. Shouldn't affect compression but it may leak water.
It needs to be fixed either way.
