2004 Johnson 175 - Steering tube question

Ok.. just replaced the dual rack / pinion steering cable with new NFB cables.. just a question on the steering tube, the first one(bracket tube). There looks to be two adjustment nuts that are connected to the tube.
What adjustment do they control?
Are there any other adustments that I need/have to make?

Those two nuts, if memory doesn't fail me, are simply to adjust the play out that may exist between the two cables.

Joe is correct. They take any slop out of the cables.
