85 evinrude 40 hp will not idle when cover is on

On my 85 evinrude 40 hp will not idle when I put the cover on it only does this when its in the water. When I have it on the muffs it is fine if any one can help please

Probably an exhaust leak. When the cover is on the exhaust gases are choking the motor of air.

Ok thank you i will try new gaskets or do you think it's somthing else

I did just go from a vro pump to a regular fuel pump

Might be the powerhead base gasket. Doubtful that the VRO removal had anything to do with your current problem.
