I have 2 12 volt batteries for a Johnson 115. I have 12.7 volts at the battery, I have 12.4 volts at the starter when not cranking. As soon as I start cranking, the voltage at the starter drops to 8.8 and the motor sounds as if the batteries are dead or dying. I stop cranking and everything is back to 12.4-12.7. Suggestions. Thanks

Clean the connections at both ends of the battery cables shiney bright and have the batteries load tested at an auto parts house; may just be one of these. Good luck

You could also have some battery cables that are corroded inside or a bad starter mtr.
