1997 Johnson 115 SPL fuel issue

I have a non VRO Johnson 115 SPL that bogs down at full throttle and wont exceed 3000 rpms. The first time it did this, I rebuilt both carbs, checked for spark (no prob there), and checked the fuel filter, which did appear to have some nastiness in it, but no water, just a small amount of a purple colored gritty material. I then ran the boat again, but the problem persisted. I checked for bad fuel pump by priming the bulb while under way, but no change. I then ran on an external fuel tank, but again no change. So Im thinking that bad fuel may be the root cause. My next course of action is to change my fuel filter, rebuild my fuel pump (only $18, figured it couldnt hurt), rebuild my carbs, and run the motor off an external fuel tank from the get-go the next time I launch. If all goes well, I'll switch back to my permanent fuel tank. If she bogs down, then I should know the issue is my fuel tank/lines. Anyone have any other suggestions?
