how does the primer work on a 6hp evinrude

got a 6hp evinrude that was made in Belgium. it has a primer knob instead of a choke lever. the primer seems to have 3 settings. how does this work and what are the settings?
the motor will only run when the is pulled out to the first setting, once its running, if you push the knob in the engine will speed up and quit like it ran out of gas.

When you pump the primer it squirts fuel to prime the motor, but when left in the mid-position it acts as an enrichening valve for cold starts, letting a little fuel in to keep the motor running until it warms enough to run smoothly with the primer knob fully "in".

So, if it won't run properly without the primer's enrichening feature, the carb's probably dirty and needs to be pulled for servicing.

But before you pull everything apart, you may want to check the idle mixture adjustment. If it's set too lean, the motor will run poorly as well.

The idle mix adjust knob pulls right off the idle adjustment needle; turn the needle clockwise (lean) until it lightly seats. Then back it out about 2 turns and see if it runs any better.

If not, you've got issues in the carb.

pulled the carb...wasn't dirty, checked and cleaned anyways. needle and seat look good. put back on motor. no improvement. did compression test, #1 95psi #2 100psi. is this considered too low and could be the problem?
