Johnson j10reus 1997 Carburater adjust

I recently bought a 97 Johnson 9.9 the man said he rebuilt the carb. The motor set up for 3 years, it idle ruff and smokes when idled up, I went ahead and took the carb off and found he did put a kit in it but there was a little bit of trash in the bowl, no jets were stopped up I went ahead and recleaned it and put it back on the motor that's when I noticed the fuel lines in bad shape, I replaced them. How do I know my adjustments are right I'm worried about the rich and lean mixture I only see three adjustments one on top at the cam roller one on the side the needle valve and one on the tiller handle an idler knob that you twist can someone tell me what the needle valve should be set at right now its at two and a half turns out from being screwed in I'm just worried it might be to lean HELP

When at idle start at 2 turns then go from there,where it starts and idles the best.
