1959 35hp evinrude lark weep hole appears clogged

Can anyone tell me if this is suppose to be a thru hole?
The first pic is what I think is a weep hole and the second pic shoes the lowest cavity in the lower units water pump area.
If it is a thru hole can I simply drill it out? It's really a rectangular
Area. It seems to be really really clogged.

I have a long thin drill bit for doing just that. Glad you are cleaning it out, otherwise you will have a nice cracked lower unit after a winter holdup.

A 3/16" X 12" drill worked. I poured water in the hole so it was obvious when what appeared to be wasp nests were drilled out. Thanks.

It is usually a little bugger called a mud dauber. Their nests can get hard like concrete!

It's really fun when those little "buggers" build a nest in your carbs down here in FL. Especially when the mtr has been sitting.
