Steering friction screw broke 2003 johnson 25

Anybody have an idea how to get the steering friction screw out of the swivel bracket? It broke when I was trying to tighten it. Now only 1/8 " or so of the bolt is sticking out/ I can only get needle nose vise grips on what is left due to the confined space it is in. I soaked it for 2 days with penetrant oil (jb blaster and Deep creep) I also heated the area with a flame from a burns a matic flame. Please help me if you can. Thanks

One thing I've done with a broke bolt before is to center punch it dead nuts. Then use some left handed drill bits and start drilling. A drill bit will at times grab. With the left hande ones sometimes the screw will back right out. Don't use any E-Zee outs. If you break one of them off, you're really screwed.
