HELP!!! 1996 30 hp johnson wont start

boat was hooked to a fresh battery when i hit the start button nothing happened its like the battery was dead had the battery test it was still good. the motor just isnt getting power from the battery any advice would be much appreciated

Yes the boats in neutral and there's no clicking noise
