evinrude 40.. great running ..sudden loss of power

this is a e40tele1a starts right up and runs great and has been for a while , i fish it almost every morning. when in neutral runs as should with full range of rpms. when in rev runs great and lots of power. when in forward runs great and just about a 1/4 of rpms. this happened from fishing one morning to the next. no vro, but running on vro fuel pump. running on a good omc metal tank

things I have done.
pulled the carbs and were extremely clean/ but cleaned anyway
check prop
replaced the cracked red stem on choke solenoid( runs smoother now, but wasnt the problem before)
ran compression 120 both
ran spark sparking great in N, F,R
feathering the choke doesnt do anything, and holding it just kills the motor
priming the fuel line doesnt make a difference and feels as should
butt..

when in the water with the intake cover off in N the gas flows through the carbs into the cylinder as should given the range of rpms with the throttle. in F the gas just seems to blows out the front and misting all over the place.. very unusual looking. in R well since I have no tilt i push it down has lots of power like its in F.. ??

By your engines model number, it appears to be a '91 model year, correct?

I'm no 2 stroke guru, so I may be wrong... But with fuel misting OUT of the carb(s), you may have an issue with one of your reeds.
Is it one carb particular, or both that you see a mist from?
