Cooling Question on a 87 Johnson 88 HP SPL

Thanks in advance for any help given.

I have what might be a silly question but since I am a newbie to outboards I am going to ask it anyways. LOL

While running my Johnson 88 HP SPL in a tank I see water being emitted in 3 places. The PEE Hole in the upper part of the engine, the 6 holes on the lower unit, and out the transom end of the lower unit(this place has a little rubber handle/cap).

I've attached pictures to help. I am curious about the point at the front of the lower unit(opposite end of prop). I don't see it in any of the pictures in the parts catalog. It seems to be a lever. It will slide from one side to the other.

Questions -
Is it normal for water to be coming out of here?
What is the purpose of being able to slide it from 1 side to the other.

That's a speedo water pick up tube and if you can slide it around it's loose in the hsg. Rap it with a small hammer and cap it.
