1970 60HP Evinrude not pumping water

Howdy all! We just bought this beast and checked the impeller and it was bad so we put a new one in it and the thing is still not pumping water out anywhere and seems to run really hot. The light on the box is not on, but you can't touch the block at all without pain. We also took the lower unit and submerged up to the top inlet and took a drill and spun the shaft and no water shot out anywhere. Anybody got any suggestions for us? I sure would appreciate any help you can give me. Thanks a ton

What do you mean by "top inlet", did you have the pump submerged?
Are you running this on a hose or in the water?
Does your overheat horn work?

May want to recheck your water pump job again. Is the impeller key installed correctly ??

There are three inlets right below the cavitation plate and it was submerged right at the bottom of the plate and it is in the water not running with a hose and not sure if the horn is working or not.

I know that when we spin the shaft the impeller spins. Is it possible for the impeller to be in upside down per say

Get the water level about 5" higher and see what happens.
