1962 Johnson 18 HP Pull Starter Help

I recently inherited a '62 Johnson FDL 16 18HP outboard in good condition except it was missing the pull starter. I found one on ebay from a 1965 I believe, and the guy said it would work on my motor. It mounts perfectly, however the pawl on the pull starter isn't long enough to grab the flywheel and spin it. I tried different pawls but they are all the same length and don't work. It seems like the pawl needs to be mounted closer to the edge of the starter sheave for it to work...or else this one isn't compatible with my engine? Any ideas or can anyone tell me the years/HP that might be compatible so I can watch ebay? Are electric starters available for this outboard? Any ideas what this outboard is worth if it were running good and in good condition?
