1964 Evinrude 9.9hp dies when I put the motor cover back on

I have a 1964 9.9hp that runs great when the motor cover is off, but then dies when I put the cover back on. Someone said it could be the base gasket, someone else said it is the carborator. Any ideas where to start to figure it out?

You most likey have an exh leak thats choking out your motor. Its a problem on the 9.5`s. Could be shift shaft seal, clam shell doughnut, ect. Some people will drill holes in there cover to help if you don`t want to fix the leak.

I have seen quite a feww with holes drilled in the top of the cowling ;) About a dozen 1/2" holes.

His is not a 9.9Hp or it was not made in 1964. One or the other of those points are incorrect.

Really not too relevant since I gave him a link that covers them all....... but yes there is some confusion in the title ;)
