Just rebuilt carburetors, reinstalled and when started in neutral, runs at 1000RPM?s then after 5 seconds or so, runs to 3000RPM?s. Shut engine down immediately. Tested a few times with the same result. Sometimes it even starts up at 3000RPM?s.
Checked float level, checked needle for sticking, re-checked all hoses, even solenoid assembly.
Is there anything else I can do?

OMC made two distinctly different 115's that year. A crossflow and a looper model. Pls identify just which on you have by posting the model number.

Did you inspect the linkages to see if both throttle plates are closed tight?
Do you have the solenoid lever pointing towards the solenoid body?

It is a crossflow, bubbleback model.
