1982 Johnson 25HP throttle cable "knob" question

Hi,

I am very new to the outboard world so please forgive my 'stupid' question. My old bass tracker needs the transom to be replaced. I was trying to disconnect all control cables to the outboard so it can be removed from the transom. Last night I tried to take off the throttle cable but failed on removing a bolt (Part A in the following images). I even damaged the cover on spot B. Could any one please kindly advise me how to remove the bolt? Or other way to take off the cable? thanks a lot!

Doesn't look like a factory install, is there a nut on the inside of the cowling?

Will it turn in either direction, doesn't look like a stainless steel bolt, could be siezed in the threads.

yes, it will turn a little bit in either direction. but it seems to be stuck with the knob.

Will it turn in either direction, doesn't look like a stainless steel bolt, could be siezed in the threads.

Problem solved with Penetrating Catalyst applied.
