Higher octane is not necessary in your outboard.

I've used that fuel for all my outboards and no additives. Never had it gum up a carb or go bad over winter. Ethanol fuel (alcohol) likes to absorb water over time, turning into cloudy sludge on the bottom of your tank. Water doesn't seem to work well as a fuel source.. :)

As stated above, the higher octane isn't needed. The lack of ethanol is preferred, IMHO. I gladly spend the extra 30 cents and use if for everything except my car.

In order for you to derive the benefits from the high octane fuel, you would have to have a high compression ratio engine. High octane fuels are designed to prevent pre-ignition during the compression stroke thereby damaging internal components from a premature ignition within the cylinder.

so would my engine run better with 89 instead of the 91???? or would there be any differance

You won't notice a bit of difference. All you're doing by running a higher octane fuel than required is contributing to the profits of the oil companies.

Run what your motor is designed for, anything else is a waste of money.
