88 Evinrude 70 hp starting problem after running

Hello, I have a 1988 Evinrude 70 hp. It will usually start at the turn of the key. Sometimes it does not want to start after running, but it dosen't do it all the time. I have to let it sit for 5-10 min. and give it full throttle after cranking it a while it will start. Has fresh gas and oil and bulbs are hard. Any ideas?

Are you using the choke or primer on it and how are you using it ??

I should have mentioned this boat is new to me. All my other boats always had a Merc I/O.
The person I bought this from was not home and he had his wife show the boat and she wasn't sure on the starting procedure.
We called him and he told me to give it a little throttle and push the key in and turn, it started right up.
I used the boat quite a bit during the week. Normally just gave it a little throttle, pushed the key in and with a bump of the key it would start right up.
Have checked the primer bulbs when the problem occurs and they were always hard.
I'm not sure if this is the proper starting procedure or not.
