Won't turn over, as in pull the rope and the rope won't come out, or the motor spins over but won't run?

+1. You really on ly 3 things to get these old motor to run; 1.) Compression (anything over 90 psi is ok (+100psi is better) with the cylinders within 10% of each other) 2.) Spark-should jump a 1/4" gap with a bright blue, "snapping" spark. 3.) Fuel (I would run 24:1 mix (5.5 fl. oz of TCW-3 2-stroke, marine outboard motor oil to 1 US gallon of 87 octane gas). You've already rebuilt the carb, so check the fuel lines and pump for leaks. The primper bulb should get firm prior to start up. However, if it does not the fuel pump may be bad. These may help too.

Sorry, I didn't inform you correctly, its an electric start, it turns, but will not run. The bulb was firm and it was running before I rebuild the carb, is it possible the pump went?

and I'm getting gas inside the carb, if I close the choke, a little gas drips out of the mask.

What is the compression? Do you have spark?

How do I check the compression? and I have to wait until the wife gets home to check the spark.

Funny, not going to make her hold the plug wires to her tongue are you? :)

You will need a compression gauge, you can get a cheapo one at Princess Auto

The spark on that mtr should jump a 1/4 " open air gap. If you use a spark plug it tells you nothing. Get a spark tester.

LOL HighTrim! I have a plug tester, but have to have someone to turn it over and check the light, I will pickup the compression gauge, then check the results and get back to you with my info.

Re: 1964 Evinrude 28 hp

You can try, but likely wont make a difference unless it was turning over slowly due to a weak battery, faulty wiring, dirty connections, etc...

ya, no difference, it has strong starting power, but just will not run. I'll try the above.

Re: 1964 Evinrude 28 hp

Okay, I did the above test and 98/99 psi's, got spark on lights in both, but found a leak to the fuel pump, going to place a new clamp and a test. Now back to the carb, I noticed that, no mention of possibly damaging the lean values and how to adjust them correctly?
