Fuel pump bladder 1998 4hp what does it do? Flooding out after sitting

Bought a non running Evinrude 4hp 1998

Took apart carb cleaned it out good

Found a orange cylinder shaped tube ( Bladder fuel pump # 0324661) on the fuel inlet side of carburetor bowl

It has a small cut (puncture) in the side of it

What is that Bladder supposed to do?

This engine has the onboard tank and external tank hook up

After playing with the adjustments I got it to run decent in a bucket

Starts 1 pull hot within a couple minutes if you let it cool for 20 minutes it seems flooded as it will only crank with throttle wide open. This is running on the onboard tank

That is the fuel pump. If split, it is shot and needs to be replaced. As you found out, it will flood the engine.

The side of the engine has a diapragm pump like most 2 strokes which I guessed was for the external tank. I just assumed that the onboard tank was a gravity feed and did not need a pump to get fuel to the carb
