1979 200 hp evinrude 4000 rpm max

My 1979 200 hp evinrude will not turn up more than 4,000 rpm at wot. Butterfly plates in the carbs are straight across at wot, plugs are burning correctly with a tan deposit, and the prop is a 14.25 inch with a 21 pitch, which I believe is one of two props offered for that year. Boat speed at wot is between 54 and 59 kilometers per hour (33 to 37 miles per hour) depending on trim. The boat is a Glastron Sea Fury 216 and I believe should be able to travel at 45 mph at full engine revs which I believe are around 5300 for that engine. Engine starts poorly with electric choke when cold but fires up readily when warm. Any ideas would be welcomed.

A couple of things to check. 1. Make sure the arrow on the back of the tach is set to the #6 position. 2. Possible the prop on the engine has too much pitch. You may want to try a 17 or 19 pitch prop. 3. Make sure you have good compression on all 6 cyls. Should be around 115 lbs on all 6 cyls. That engine is factory rated to run up between 5250 and 5750 rpm's at WOT, so you are definitely lugging it at 4000 rpm's. Best to prop the engine to run in the upper end of the normal operating range (5750.)

The tachometer is a Faria and the installation instructions indicate a position 5 for my engine; at position 6 the tach will not operate at all. My compression readings were all above 120 psi when checked earlier this spring. I am thinking it is either a timing advance issue or bad fuel pumps although when warm the engine runs flawlessly from idle to 4000 RPM. When cold it is a brute to start.
