1990 25hp Evinrude timing adjuster screw

I have been having issues getting my timing set correctly and think I found out why.
Below is a picture of my timing adjustment screw.
It is labeled "L" in the picture.

The problem is I have to screw it in so far to get to 30 degrees that threads no longer stick out to attach the locknut to.
Could it be the rubber stop has got worn down?
Has anyone ever had to make a new rubber stopper?
Has anyone ever had this issue before, how did you correctly set your max timing?

Thoughts please :D

Double check that when cyl one is at TDC, the alignment between flywheel TDC mark and 'pointer' on starter housing is correct. If not, check if flywheel and key are correct.

Just wanted to follow up on this issue.
It has been resolved, my flywheel TDC did line up with #1 cylinder being at the top of its stroke.
I ended up pulling the starter and bracket, and installing the locknut on the inside of the housing, giving me the adjustment range needed to safely set WOT time.
Its good at 26 degrees and is running much better.
