78 evinrude 75 HP tilt help!

Tilt worked fine until running into a shoal at low speed, had to bleed plug to release to tow. Trying to fill and bleed air, two small pistons go up and down independently, main piston is up but wont go all up to release latch, if I run small pistons down a little, there is some give when pressure is applied to them. Thank you as I know little

Back out manual release valve two turns only (No Further!).

Raise engine to its highest tilt level and lock it there.

Fill reservoir to overflowing (it's self bleeding). Tighten manual release valve. That should do it but you may need to top off the reservoir a couple times depending on what fluid you may have lost. Let us know what you find.
