1974 evinrude 70 hp has water getting into lower gearcase ?

Not too much water yet. The lower unit must need new seals. What is the repair called. Regular skills and tools or special boat mechanic skills and special tools ? What difficulty, moderate ? or fairly simple ? Is there a reseal kit ?

Did you install new seal washers on the drain/vent screws when the lower unit oil was changed last, a real common mistake to use the old washers and it will leak a small amount. You might try replacing the washers and see if it cures your problem.
Yes they do make seal kits to reseal the lower units.

Take it to a shop and have it pressure and vacuum tested. That will tell you exactly where it's leaking.
