What does the motor lockout cam do? And though maybe not safe will the motor run fine if taken off?

If we're on the same page it keeps the mtr from kicking up when put in rev. Won't change the running of the mtr.

Not the lock Down ,I believe it call the lock out cam it next to the flywheel and wont let the motor rev up in neutral,that what I found out so far

fwiw...I've got a '71 and '72 25 hp. and neither had those in place when I got them...consider who'll be using the engine and go from there..it doesn't effect the running or performance
