60hp Johnson Shifting Issue

I have rebuilt a 70 model 60hp Johnson outboard. Shifts fine in the yard with muffs on but put in the water for the
first run today, won't go into forward. Any thoughts?

can you shift it manually, but not with the controller? you're saying it will shift into FWD when the motor wasn't running? A little more info pls..

This is an electric shift. there is no way to shift it manually that I know of. It is attempting to go into forward, you can hear it growling, but no go. It will shift into all gears on land with motor running & muffs on, but not in the water. I have
reverse & neutral in the water, just not forward.

I have disconnected the power & it still does the same thing.
