1965 evinrude 33hp ski twin

motor runs great but I have a question regarding cooling. when engine is run both on shore and in the water when engine is running the water pump is pumping lots of water. it is circulating therough the 2 cylinders and the block there is cool to the touch. where the exhaust and water discharge are on the upper part of the lower unit the water is warm to touch and is pumping strong. however my question I am concerned with is there is a section of the upper lower unit in between the motor and exhaust port where the metal case is HOT. is water is splashed on this small section it will steam off. can only touch for a second. is this simply because this is the path the exhaust running from the cylinders takes? or could i have a clog somewhere is the track? looked at some cross sections of pictures of this area in question and dont see any small tubes that can be cloged though. could this just be the heat of exhaust causing the hi temp?

otherwise motor runs strong.
