Voltage regulator

How do you test the voltage regulator on a 1993 jhonson 70 hp outboard? The tack drops out at about 1400 rpm I suspect the regulator but how do you test it.

There are ways to test that it charges to it's rating. Those are a bit complicated to run. To test that it charges, measure the voltage on the battery, motor not running. Now start her up on flusher and measure voltage again. If it is higher VR is charging. Alternatively attach some kind of load to battery to drop voltage and then rev motor and see if voltage jumps back up. You can use an auto headlight, boom box, most any 12VDC device.

In addition to Chris' method you could monitor the battery voltage with an installed gauge which is always good to have or if you have a depth finder, a lot of them have the capability of displaying battery voltage.
