Starter won't turn over

I have an 85HP Johnson 69 or 70 I replaced plugs yesterday and started up fine about a minute later it ran out of gas so changed tanks and pumped the ball tried to start and turned over a few times so I turned key and tried again but the second time starter did not turn over and no clicking sound. I am a newbie what can I check? also anyone know an honest mechanic in Ventura county CA area?

Run known good jumper cables from a known good fully charged battery directly to the starter as a test.

If the above causes the starter to crank the engine over normally, then obviously the starter is okay... in which case you have a loose OR tight but dirty cable connection somewhere, OR a faulty internally corroded cable.
