Replacing idler gear in 1974 Evinrude 4.5

I think my idler gear is worn out. Went to crank motor and noticed that the gear that moves vertical and engages the flywheel is very loose and will not remain in contact with the flywheel when starter rope is pulled. It will not stay in contact and actaully moves to the outside of the flywheel and binds.
Is this an easy fix? Do I have to replace the whole assembly or can I replace just the gear? Is there a bushing that mayt be broken that is causing this, the gear itself is plastic and seems to be in good shape.
