its called a throttle control houseing , try ebay

Go to shop.evinrude.com , up in the left side of the screen, drop down the selection box and select "OB Accessories".
Select your year, go to bottom and select "Remote Controls and Cables".

It is called "Cover, binnacle". It may not be available.
