I dont remember seeing part #15 when I took the head off. What does it do and is it important? It says its a core plug but to me looks like it wouldnt have to be there. I may be way off though.

Shoot. It was a link for boats dot net. Its for my 1973 evinrude 25 hp with model # 25303A. It is part 15 on the crankcase diagram.

Its the part pictured right below the head. Its very small and fits in a slot in the head and the case under the lower piston. Sorry about the picture being so small cant seem to get it bigger.

that plug covers the hole left behind by the casting for the waterway passage in the head..w/o it you'd have no water entering the head as it would flow from that hole into the pan

What I dont get is that you cant see the spot for it with the head on. It doesnt go completely through it.

With the head off, apply air pressure to the hole that the core plug would normally go in. What happens?
