Broken Starter Bolt and Boss

I have a '79 Johnson 150hp model #TL15079C and I seem to have a little problem. I went to start the motor the other day, and my starter grinded against the flywheel, no movement, noticed I broke the horizontal starter bolt. I tapped that out replaced with a larger grade 8 bolt and all was fine. Went to start again today and after starting and restarting a few times, same grinding. When I returned home I found that the horizontal bolt had broken a chunk of the cast aluminum, yet not breaking the bolt and the first mounting boss for the top hole on the starter cast into the block had broken off. I'm going to try to get a photo today for some reference, just looking for somewhere to start looking for an answer. Is it possible for the broken boss to be welded back on, I see in some threads that it was suggested just wondering if there was any success. Motor runs great, would be a shame to have to toss it because I can't mount the starter.
