Johnson control cable problem

I have a 1977 johnson 55 horse seahorse. I replaced the control cables with new teleflex cables. The problem I am having is that when I try to shift into forward or reverse it is extremely hard and will not go all the way down. If anyone can help me with this it would be greatly appreciated. Thank you.

Motor must be running or at least spin the prop. Is it??

I will try that and see if it's better. I will post if it solves my problem or not. Thanks.
