I just went outside and tried shifting between forward and neutral and reverse with the motor not running. It worked fine. I was turning the prop after each gear change to make sure it worked and it did. Why would it shift just fine while not running but while it is running I have to pull the throttle handle back past neutral to get it into neutral. The boat (while running) shifts from reverse into neutral (judged by the click on the throttle handle) with no issue but from forward into neutral the handle must be pulled back past neutral almost into reverse. I just changed the gear lube and overall the motor is very clean and runs great. Thanks in advance!
