tilt and trim for 1991 120 HP Johnson

I went out to my boat today and pressed the trim up button on accelerator Handle to lift it off the motor supports.
When I pressed the down button it got stuck and I couldn't get it to stop running. Had to remove cowling and disconnect wires to solenoid box. Could be a solenoid that got stuck or maybe the switch in the accelerator handle?
How can I tell?

First thing to look at is the switch in the handle. Second maybe a tilt/trim relay. Find the wires that come out of handle and look for a disconnect. Then try it a few times and see what happens. If it happens again, split the connector and if it stops you'll know it's the switch in the handle.
