evinrude 88 200 hp

i have an evinrude 88 200 hp and have repaired almost everything as the previous owner rigged a bunch of stuff and thats just not how i like to do things. my question begins when i just rebuilt the carbs, i found in the center between the carbs a 5/16 nipple with a rotted cap over it. i replaced the cap, but cant find in either of the manuals i own what it is for. is this yet another rig? is it supposed to go somewhere? i see all the vacuum routing and this is not included and too large anyway. cant imagine this was part of the vro ( removed), but just wondering what it might be. by the way i have done almost all of my work with the guidance of this forum, thanks for all the knowledge.

cant believe no response! wendnesday, thursday, friday! i just need help! does no one have the answer? green as i may be, apparently i know as much as you guys...
