Lack of fuel is easy to test.
Either keep on pumping the bulb when problem occurs - if ok, faulty pump or air-leak in the system.
Pull out the choke/primer - if ok/better, lack of fuel through the main jet, clean carb.
Spray a 'mist' of 2% fuel/oil mix straight into the carb when at full throttle. If OK, lack of fuel.

Yes I have tried to squeeze the bulb whilst this has been happening and still choking out

Then you have the other two tests to perform, they somewhat 'bypasses' a carb problem.

ok ive taken it back to the river
and got my mate to sit in the back and pull the choke when it starts to choke and nothing still wants to choke and die.
sprayed some fuel directly to carb when in full throttle and it lowers rpm then wants to die. when i spray when its choking same thing keeps stalling.
so does this mean its not the carb and indeed be the crankshaft seal

Sure you got spark on both cylinders and at the correct time?
Use a timing light on the flywheel and check both cylinders, or use a spark tester and hook up BOTH at the same time. Spak should jump 1-2-1-2.. and never both at the same time.

I had this problem and it was a bad power pack.
