Carbs clean. My low speed jet doesn't have a set needle. It has a screw plug. My high speed jet has a drain plug. Are both these jets fixed? Or is my low speed adjustment the screw plug. When I disassembled the carbs everything was seated (the jets and the plugs). Thanks for the help. I don't want to fire it up and it be running lean.

My motor has fixed jets for both high and low speed. Mine is a 1973 65 HP. Wanna give us a hint of what motor you are talking about?

Does anyone know? The manual I have doesn't specify. I've tried to google it, with no results. Just don't want to mess it up. Thanks.

Yes, they are both fixed jets.

Go to http://shop2.evinrude.com and browse to your model number. You can look at exploded diagrams of your carburetor there. All 4 models of that HP and year have fixed jets.
