1992 25 HP Johnson runns better with cowling off??

Took my boat out on the lake today and the motor wouldn?t let me run top speed. I took the cowling off and it ran a lot better. It also would take some time to get up to top speed after I would go over a big wave it would slow all the way down and it would slowly pick speed back up same thing when I do turns. Could this be the carb?

Are you sure the cowling isn't maybe pushing on some wires or a connector or something?

If the cowling isn't physically interfering with anything, then it's possible that you have an exhaust leak and it's choking your engine. Removing the cowling gives the motor fresh air.

the cowling is not touching anything. and i'm not sure how to check for an exhaust leak. But even with the cowiling it not running tip top its just running better.
