I purchased a OMC carb rebuild kit #439071 for this engine and I am wondering what I am supposed to use in place off the dry/rotted packing material for the low and high speed needle valves when they don't come in the kit?

Thanks

HI carb kid. I have aQD-22. Here's a pic of a very similar carb kit to your own, with the packing circled. the packing goes in first then the nylon washer, then the brass nut the needles pass through goes on last to snug everything down once the hi/lo speed needles are set. Be sure to remove all of the old material. A dental pic, or bent wire is handy. They tend to break down over time, so make sure you clean everything out real well too. The new packing is usually reddish brown and has sort of a stiff cardboard consistency. Hope this helps.

Are you talking about the cork looking smaller round washers in the kit?

yup. The carboard-type o-rings are the packing. There should be some of the cardboard-type o-rings and two plastic rings of similar size. The cardboard rings go in first, then the plastic one, then the brass nut the needle passes through, which applies friction to the needle when tightened down to prevent it from spinning out of place once set at the proper idle position. This link may help you a bit. Holler if you get stuck.
