72 johnson 50hp shifting and wiring problems

Took my first boat out last weekend, only to find out the boat will not shift into neutral or reverse. I read some of the past posts and started trouble shooting. The switch inside of the remote control works, 12 volts on green and blue wires. I then noticed that the green and blue wires coming out of the lower unit were not hooked up. I have found the blue wire to hook to the lower unit, but it seems the the green wire is hooked up to the top of the starter solenoid. There is also a white wire hooked up to the center post on the starter solenoid. My conclusion is that it is wired wrong. Also, I tested the shift solenoid by cranking the engine and using a 12 volt jumper to the blue and green wires in the lower unit. The motor did not switch out of forward. I did notice that when hooking up the blue wire, there was a spark, but no spark off of the green wire. Does this mean that the blue shift solenoid is working and the green is not.
